There is currently a £75 fine in Rotherham if you drop litter, the trouble is there is a very poor enforcement policy at the moment and many think there is little chance of being caught. £75 may be a lot to some people, who will struggle to pay the fine, while for others a £75 fine is small fry.
Litter picking duties
I believe that it would be far better to make people do 10-hour litter picking duties rather than give them a £75 fine. This would really eat into their time, it would be embarrassing for them to be seen doing these duties and there would be no excuse for not being able to afford the fine. I think this would be a better way to change behaviours and clean the community up at the same time. At the moment if a child drops litter, their parents getting a warning letter and not fine. I understand that if the child gets caught dropping litter for a 2nd time, the parents then receive a fine. This would need a change in government policy and the relevant laws in place.

I know that during the last serious enforcement sweep, about 200 people received fines in Rotherham. About 30 of these still hadn’t paid the fines and were in the process of being taken to court. The fines they will receive in court will be much larger. Quite a few people gave false information to the enforcement officers and therefore can’t be pursued through the courts. At some stage we should see names in the Sheffield/Rotherham star, once court cases are completed.
The fines can be huge, but it is rare for anybody to be caught doing it. Unbelievable that Rotherham council have to put up warning notices before sticking up cameras to catch people doing this, it just warns them away and they go elsewhere. They just find a quiet lane at night and do it while nobody is around.
This is one of the most important things that needs to be done in schools and the community, not that I am aware of any projects going off.
